L'Autorité de l'aviation civile de la République Démocratique du Congo (AAC/RDC) est l'autorité compétente pour la Délivrance, la Conversion, la prorogation, le Renouvellement, ainsi que la Validation des licences du personnel aéronautique. Elle est aussi responsable de la conduite d'examens théoriques et pratiques au moment de la délivrance ou de la validation d’une licence étrangère. Les licences du personnel aéronautique sont délivrées conformément à la réglementation aéronautique du Congo Démocratique (RACD 02) relatif aux licences du personnel. Les dérogations et exemptions relatives aux titres aéronautiques sont toutefois délivrées conformément à la législation nationale. A l’exception de licence d’équipage de cabine, les licences délivrées par l'Autorité de l'aviation civile de République Démocratique du Congo (AAC/RDC) sont conformes au chapitre 05 de l’Annexe 1 de l’OACI et reconnues dans tous les États membres de l'Organisation de l’Aviation Civile International. Tout détenteur d’un titre aéronautique en cours de validité peut exercer ses privilèges dans des avions immatriculé en République Démocratique du Congo (par exemple 9S….), dans des organismes agréés ou homologues par L'Autorité de l'aviation civile de la République Démocratique du Congo (AAC/RDC).


LICENCES DE MEMBRE D’EQUIPAGE DE CONDUITE A VALIDE OU A CONVERTIR PAR L’AAC/RDC

L’Autorité de l’aviation civile de la République Démocratique du Congo valide ou converti les licences de membre d’équipage de conduite/équipe de télé pilotage.

A licence is issued when a candidate has passed the appropriate theoretical exams at an approved training organization and CAA, and practical skill tests with an examiner.

General conditions for obtaining a Part-FCL licence are:

  1. Medical examination
    • Class 1 medical examination is normally required for professional pilots, while a sport pilot licence requires a Class 2 medical certificate (or LAPL for LAPL licences).
    • The health standards that need to be met by licence holders are prescribed in Part-MED (Annex 4 of Regulation (EU) No 1178/2011). Health conditions, such as asthma, diabetes and colour vision impairment may prevent the issue of a medical certificate.
    • It is recommended to undergo medical examination prior to starting practical training. The medical certificate is a requirement for a student pilot to perform his first solo flight.
    • If for any reason a pilot does not meet the requirements for the extension or renewal of the medical certificate, a pilot shall not exercise privileges of the flight crew licence.
  2. Theoretical training and testing
    • Training courses for Part-FCL licences are provided by approved training organizations (ATO).
    • Candidates have to complete theoretical training and pass internal tests before applying to the CAA for theoretical exams.
    • The scope of theoretical exams depends on the licence category (e.g. private pilots shall pass the examination comprising nine theoretical subjects, while the airline pilots are examined in fourteen subjects).
    • The database of questions for the professional licence (CPL, ATPL) and instrument rating (IR) is provided by the European Central Question Bank (ECQB), and, for private pilots, by the CAA.
    • Question difficulty depends on the licence category.
  3. Practical training
    • The practical training for LAPL, PPL, SPL, BPL, and professional licences (CPL and ATPL theoretical credits) is offered by approved training organisations (ATO).
    • The requirements for each pilot licence are laid down in Part-FCL.
    • The number of training hours required depends also on the actual progress of a student pilot in the ATO.
  4. Practical exams (skill tests and proficiency checks)
    • Skill tests for each licence or rating are performed with the approved examiners, using official checklists prepared by the CAA. The practical examination (skill test or proficiency check) assesses knowledge and skills before the appropriate flight crew licence can be issued. The examiners for each skill test or proficiency check, in case of licence renewal, are approved by the CAA.
    • The skill test shall be taken within the period of validity of the certificate of theoretical exams.
  5. Language proficiency and aviation phraseology
    • A Part-FCL licence shall contain a language endorsement (language proficiency level). Slovenian citizens need the English language endorsement for IFR flights and flights outside the Slovenian borders.
    • In addition to language proficiency, a Radiotelephony (phraseology) endorsement is required to perform radiotelephone communications in that language.
    • The knowledge of standard aviation phraseology in English is a prerequisite for IFR flights, flights in the controlled airspace and international operations.
    • If an applicant for the English language endorsement takes the test in another country, additional verification by the CAA is required prior to the issue of the endorsement.

Language Endorsement

Aeroplane, helicopter, powered-lift and airship pilots required to use the radio telephone shall not exercise the privileges of their licences and ratings unless they have a language proficiency endorsement on their licence in either English or the language used for radio communications involved in the flight. The endorsement shall indicate the language, the proficiency level and the validity date.

Each licence shall include a rating or ratings determining the aircraft a pilot can fly.


NATIONAL AUTHORIZATIONS

The CAA issues, renews and extends national authorizations which are regulated by national rules and regulations. In addition to pilot licences, the CAA issues the flight dispatcher licence.
The training of pilots for the acquisition of national authorizations is performed by flight schools, or authorised instructor in case of paragliders and hang-gliders.
